RTR Season 59 End of the Season Meeting

Hey guys we are having the RTR Season 59 End of the Season Meeting on Tuesday, July 25th, 2023, @ 830pm est. In the RTG TeamSpeak

This meeting is mandatory for all RTR Directors.

All drivers are welcome and encouraged to attend this meeting.

As always this will be a 2 part meeting.

1st part is to set all the RTR series for Season 60.

2nd part will be to discuss any possible rules and format changes for RTR's Season 60.

I would like to simplify the process for tracking and penalizing drivers based on incidents. I propose a new format that takes most, if not all out of the confusion out of who is a DNQ, 1 & Park and Parked for a race. It also lessons the load on the RTG staff post-race reviews/points/reports. Here is what I'm suggesting for each series:

Season 60 - New Incident Format
- 3 Incidents total = DNQ rest of the season
- 5 Incidents total = 1 & Park rest of season
- 7 Incidents total = Parked rest of the season

- No More 2 & Park each race (the more incidents you have, the closer and faster you come to permanent DNQ, 1 & Park and being Parked)
- No More 1 & Park for race ending cautions (I have seen no indication this changes the way drivers race at the end of an event)

- Multiple ways to Serve penalty:
1) 4 Tire Stop 2nd time by
2) Speed down pit road 2nd time by
3) Restart the race in rear (last row)

- No More DNQs for failure to serve
- Since you have MULTIPLE ways to serve, Failure to Serve is really inexcusable and will be .5 (1/2) incident point

- DNQs ONLY determined by incident total for the season (3 incidents)
- 1 & Parks ONLY determined by incident total for the season (5 incidents)
- Drivers Parked based on incident total for the season (7 incidents)
- this excludes behavioral issues that have to be dealt with

If this rule doesn't get voted in, I would still like to be given the opportunity to try it in either the Barebones or Aero88 series for a season as a test run!

1) Proven issue with some car file sizes in the high end 3 to 4 mb size on the fastest computers and best graphics cards. With the magic of WinMip2, there should be no reason for a car file size to be over 4 MB (or even near it) for ANY mod or series.
Car File Size

Car files will be limited to NO more than 4mb.

Any .car file in the CFM over 4mb will be deleted and we will assist the driver in reducing the .car file size.

Painters PLEASE turn the mask OFF before saving your .psd to a .tga

If your car file is over 4mb see Brian Schilling for help reducing the file size.
Proposed Modification:
Car File Size

Car files will be limited to NO more than 3.417 mb.

Any .car file in the CFM over 3.417 mb will be deleted and we will assist the driver in reducing the .car file size.

Painters PLEASE turn the mask OFF before saving your .psd to a .tga. If WinMip2 is necessary, the pit crew should be set to 24Bit Compressed Quality 1 and the car set to 24Bit Compressed Quality 8-10 and lower if deemed necessary.

If your car file is over 3.417 mb see Dante Ricci for help reducing the file size.
2) Remove the following rule due to lack of availability of drivers. Such incidents must go through other RTG Staff not present in the race moving forward.
Post Race Incident Review by the Drivers
If the Director or a driver feels an Incident might be controversial they may request the Incident be reviewed directly after the race conclusion.

There must be a minimum of 5 drivers reviewing the Incident and be done in a private room in TS.

The vote will be done by the Replay Committee vote rules. (All Directors have access to this forum)

The results of this review will be Official and can NOT be protested.

The Director will post "reviewed by drivers" for this incident in their incident report.

All Incidents will NOT be reviewed like this, Only possible Controversial Incidents.

Drivers involved in the incident are NOT allowed to be in the review room.
3) A Rule Change For Next Season, under LUCKY DOG, with the intention to allow lucky dogs to line up double file for a double file restart:
When you get the 1 to go, go all the way around the track and line up single file at the end of the longest line.
Proposed Modification:
When you get the 1 to go, go all the way around the track and line up double file in the first open pacing line.
4) A Rule Change For Next Season, under Wave Around, with the intention to allow Wave Around to line up double file for a double file restart:
When we get the 1 to go the Lucky dog and then wave around cars shall line up behind the lucky dog, single file at the end of the longest line.
Proposed Modification:
When we get the 1 to go the wave around cars shall line up behind the lucky dogs, double file in the first open pacing line.
5)
2nd Incident in a race
You must park it for the night and will be on a 1 Incident and park until you complete an incident free race in that series.
If you fail to park after your 2nd incident your scoring will stop on that lap and you will be parked the next week. You will also be on a 1 Incident and park until you complete an incident free race in that series.

3rd Incident in a race
If it is found in the replay review that you have 3 or more incidents in 1 race you will be parked for 2 weeks in that series for the 3rd incident and 1 additional week for every incident after that in that race.
Proposed Modification:
Between the two rules, add the following sentence
If a driver on a 1 Incident and park causes a 2nd incident in a race or more, the starting penalty will be upgraded to a 3rd incident in a race offense and carry its associated penalty.
6) Place The Following Back Into RTG Rules:
Passing Zones
This is a general Idea of passing zones for short tracks and speedways.
These zones are for when the cars starts to turn into the corner, not when the contact is made.
This is only a guide line, this may not be used for all incidents.

SuperSpeedways
SuperSpeedways have distinct racing lanes. When changing lanes you must be completely clear of the car in that lane you move to.
This is considered the bumper rule. If you're not clear of their bumper it's your incident.

A few things:

1) The rules currently say the top 25 in points are locked in to a race if we have too many drivers show up. I'd like to increase that number to 35 drivers.

2) Remove the section about natural disasters entirely. Natural disasters should be covered with a provisional.

3) It's still not 100% clear what an incident is. The RTG rules official definition is "any action by you or your internet connection that results in the Yellow flag coming out whether it be a self spin, or contact with another car", but we've had incidents called before simply for contact or damage being caused. We also have a separate section in the rules titled "Incidents not bringing out the Caution" which completely contradicts our own definition of what an incident is. It would be good to make a more clear description of what should be considered an incident.

I proprose re-instituting the "limited tire rule (3 sets plus what you start the race on)" for the Aero Series. Especially with us now running 3x. It makes the strategy part of it more fun, plus I think it will cut down on restart cautions because everybody won't be so on top of each other because they won't all be Superman on fresh tires anymore on every restart.

Including the caveat that you can only change tires 3 times, whether it be 2 or 4.

No Game Caution
It was voted that if the game does NOT throw a caution the Admins will NOT do so either.
This will start in Season 39.


Maybe change or eliminate this rule.
I think the admins in any series should be allowed to throw any caution that they feel
necessary to maintain order out of any confusion that arises during a race.

I would like to propose a rule to disallow the driver on the pole position to drop to the back at the start of the race. This causes much confusion and causes a very delayed green flag. The whole point of Lotto starts was to increase the chances of drivers that never start up front, to have a chance to start up front and lead.

Now many of them go to the back on the start anyway. It should be mandatory to start the race on the pole.

Completely disagree with the section about New Incident Format
- 3 Incidents total = DNQ rest of the season - This is much easier for the front runners and IMO would be disastrous for the middle-pack guys
- 5 Incidents total = 1 & Park rest of season Agree with
- 7 Incidents total = Parked rest of the season Agree with

I'm "stealing" somebody else's suggestion again...lol. I propose that the top 3 finishers from the previous week are DNQ's the next week, across all series.
